NESRI finds that the new federal health reform law fails to meet the key human rights standards of universality, equity, and accountability, which has concrete repercussions for already disadvantaged groups. The new law excludes many people who cannot afford comprehensive insurance or are unable to prove their eligibility for public programs or the new insurance marketplaces. This fact sheet measures the federal health reform law against human right to health principles and gives an overview of some of the ways immigrants will be affected by the new legislation.
